As the domestic economy continues to slow, the government has become increasingly concerned with rising unemployment and the need to maintain political stability. In early February officials in Ho Chi Minh City, the country's commercial centre, began blocking foreign investors and company directors from leaving the country if it was found that they owed government taxes, social insurance payments or salaries to employees.
